I was looking for a way to create fillable PDF forms for free / with open source Software without the need to buy Adobe Acrobat Software.

It can be done by either using OpenOffice or by using Latex.

LaTeX documents can be edited and compiled to PDF with many different free Tools, e.g. TeXStudio: http://texstudio.sourceforge.net/
